CLAXBY PARISH COUNCIL – FINANCE AND STAFFING (F&S) COMMITTEE MINUTES

THURSDAY 30th AUGUST 2023 at 2.00 p.m. (a continuation of the meeting held on 24th August)

5: Matters arising: Cllr Lindley-Baker had responded to the Finance and Staffing Committee Terms of Reference circulated by the Clerk. The Committee considered the points raised by Cllr Lindley-Baker and Cllr D Lofthouse to reply to her.

 

11. Accounts

a) Statement of accounts of the Parish Council – income, expenditure and outstanding commitments. Figures presented, agreed and format of presentation agreed.

Assets register : figures previously circulated were from 2020 and their reliability was uncertain. The Clerk to ask Zurich Insurance best way of approaching the valuation of the assets, particularly for insurance purposes. The response to be discussed at the next Finance and Staffing Committee meeting.

b) Statement of accounts of the Village Hall – income, expenditure and outstanding commitments. Figures presented, agreed and format of presentation agreed.

Cllr Lofthouse proposed, based upon current balance and forthcoming VAT refund, free access to the village hall for residents to continue until 31/03/2025. Proposal accepted by Councillors present and this will form part of the village hall report to the full Parish Council meeting on September 7th.

c) Brief outline of future initiatives and financial commitments

i) Future initiatives to be based upon responses from residents but with the precept for 2024/25 to be agreed this coming November there is insufficient time for consultation this year. Commence village consultation in May 2024 for 2025/26.

ii) Financial commitments : the next F&S meeting to look at commitments e.g. grass cutting, for this current financial year to see how much is left for expenditure up to March 31st 2024. Clerk to provide these figures in advance of the next F&S meeting.

I.Playing field – i) confirmation of present financial position. Recent expenditure.

Figures had previously been circulated by the Clerk. It was noted the following amounts had been allocated to the playing field at previous Council meetings : July 2020 = £1000 : November 2020 = £3000 : May 2021 = £1000 :  £5000 in total

                             ii) update accounts and projected commitments 

Discussion took place between the councillors present about recent and forthcoming expenditure on the playing field.

Expenditure so far : 2020/21 = £430.07 : 2021/22= £827.54 : 2022/23 = £14 : 2023/24 = £794.44

Total = £2066.05

It was agreed these payments should come from the £5000 leaving £2933.95 

Projected commitments

Dave + digger July 23rd 6 hours =£170 : August 31st = £230 + £220 for dumper hire

Second skip hire = £260 for August 31st.

Total = £880

Expenditure + Committed monies = £2066.05 + £880 = £2946.05

Money remaining = £5000-£2946.05 = £2053.05

 

Work on the playing field entrance and entrance to the dog walking section of the playing field to be discussed with Matthew Boswell (September 6th). Funding for these works kindly offered by David L on behalf of the Village Hall Committee.
