CLAXBY ANNUAL PARISH MEETING

 

The CLAXBY ANNUAL PARISH MEETING was held on Tuesday 14th May 2024 at 7.00 p.m. Village Hall, Claxby

 

Attending: the full council, the parish clerk, Cllr Bunney and 0 members of the public.

 

1. To approve and sign draft minutes of the previous meeting held 16th May 2023. 

 

2. To receive the Chairman’s report on Parish Council Activities during the past year.

The chair asked leaders of the sub-committees to give their reports. 

a).  The chair of the village hall gave a report on the progress during the last year. (View report here)

b).  The chair of the Community Field Management Committee gave a report on recent activity. (View report here)

c).  The chair reported that: 

  • the Emergency Plan is in place and the 2-sided summary had been distributed. 
  • Volunteers from the Highways Volunteer Scheme cleared the car turning point on Boggle Lane and painted play equipment.
  • Potholes and flooding at the A46 junction were still an issue. (Cllr Bunney said that Claxby is not on the priority schedule for road repairs but the flooding should be dealt with this year.)
  • The Parish Council Website continues to be developed and is a good source of information for the village. 
  • A lot of work has been done by councillors to develop and update Council policies.
  • The chairman thanked volunteers from the Council and the Parish for all the work that had been done on the hall and field.
  • The clerk was also thanked for his input.

Cllr Bunney also gave feedback from WLDC that the grants and funding department was very impressed with the work that has been done by volunteers on the hall and the field. 

 

3. To receive a report on current Parish Council finances from the Responsible Finance Officer.

  • The RFO reported that total receipts into the Parish Council account for the year were £55705.13 

This was made up of: 

  • Precept of £5675.00 
  • Community Infrastructure Levy of £926.54 
  • Reclaimed VAT of £6603.59

Grants: £42,500.00 made up of:

  • 21/12/23 £1250.00 Lincs Wolds Countryside Service
  • 12/2/24  £20,000 Lottery
  • 22/3/24 £1250 Lincs Wolds Countryside Service
  • 26/3/24 £20,000 WLDC (with £5000 to come on completion of project)
  • In addition to this, the Village Hall is generating its own income from donations and by the end of March payments into the account amounted to £685.50
  • Parish Council Expenditure for 23/24 was £12,434.81 and village hall expenditure was £3141.99
  • At the year end, the council’s total reserves stood at £52,069.14 (£44310.38 in Unity (Parish Council) account and £7758.76 in Lloyds (village hall) account), which has been carried forward to the 2024/25 financial year. 
  • VAT paid during the year was reclaimed, £496.44 of which is to go back into village hall funds.
  • The Council decided that the precept should increase to from £5675 to £6500.
  • A savings account has been opened for each of the current accounts held by the Parish Council so interest can be gained on money held.
  • There is £646.44 left from the CIL fund, kept in reserve for expenditure on the playing field.
