MINUTES OF THE CLAXBY ANNUAL PARISH MEETING Wednesday 26th May 2021 at 7.30 p.m. Village Hall, Claxby
Present: Brian Hunter, Paul Strong, Julia Lindley-Baker, Judith Pilbrow, Helen Wilson, Ian Cumber and 4 members of the public. Also present: Cllr Stephen Bunney and David Beer (parish Clerk)
1. To approve and sign draft minutes of the previous meeting held 9th May 2019. Duly signed.
2. To receive the Chairman’s report on Parish Council Activities during the past 2 years.
Council dealt with several planning applications through the last 2 years.
The lower part of the playing field is now a dog exercising area. Some of the wooden pieces of play equipment has been removed and the metal see-saw and swings have been painted and new rubber seats fitted. A 5-a-side goal post and 2 benches have been purchased and are ready to be installed.
Fibre broadband is in the process of being installed in the village.
The poppy appeal raised £251.13.
The telephone kiosk is now used as a library and book swap.
The state of the road is a constant topic of conversation and with a view to reducing the heavier traffic, the owners of the equestrian centre have been asked to encourage drivers to use the A46, but sadly this is often ignored.
After much lobbying, the A46 now has 50Mph speed limit from Usselby to Market Rasen.
In addition Cllr Lindley-Baker noted that we have lost a councillor since the last meeting, and the chairman said as no-one has come forward we need to co-opt one.
The Parish Council has a new Parish Clerk and a new website has been set up with an accompanying newsletter for those without internet access.
3. To receive a report on current Parish Council finances from the Responsible Finance Officer.
The council’s reserves stood at £20381 at the year end, which has been carried forward to 2021/22 financial year.
The money that was allocated by the council for refurbishment of the phone box has been replaced by the receipt of funding from the Councillor Initiative Fund.
Income was greater than expenditure by around £434.00 and we still have the £10,000.00 grant ring-fenced for the refurbishment of the village hall.
4. Open meeting.
Mr Strong stated that there had been a 3-year delay in implementing the 50MPH speed limit on the A46 since first approved, and during this time there had been 4 fatalities.
Mrs Pilbrow asked if the defibrillator was working, and a discussion was had about the need for training for its use and the need for regular maintenance checks. There is a rota for this. Cllr Bunney mentioned that there is a scheme run by WLDC for maintaining defibrillators and the clerk agreed to find out more about this.
There being no other business the meeting closed at 7.50.
