Planning for a Major Emergency in Claxby
We hope the plan never needs to be put into action but unfortunately events do happen that could seriously endanger peoples’ lives, for example severe flooding, very heavy snowfall, plane crashes, farm fires and railway incidents.
Lincolnshire County Council asked parish and town councils to prepare for a possible major emergency using theircommon template. The Parish Council supported a group of volunteers, the Emergency Planning Group (EPG), who worked diligently over a considerable period of time compiling the plan and specifically adapting it to Claxby. The Plan has been approved by the County Council’s Emergency Coordinator.
This leaflet explains what we will do in an emergency. A copy has been placed on the Parish Council’s website and in the village hall, Viking Centre and St Mary’s church. If you would like to read a full version of the Emergency Plan please contact the Clerk to the Parish Council. We have attached a small Emergency Card giving the most essential information from this leaflet. The card could be kept in your wallet or purse or alternatively pinned on a kitchen noticeboard.
Emergencies vary in nature and so the Emergency Plan and this leaflet focus on what we should do, enabling us torespond flexibly and promptly to any situation that may arise.
Apologies for all the acronyms but they help to keep this leaflet focused.
Claxby Emergency Planning Group
It is hoped that officers will be appointed to steer this plan and lead the group
Lincolnshire County Council has several key people overseeing and coordinating responses to an emergency, the most important of whom are: -
1. The Emergency Planning Officer (EPO) – centrally based.
2. The Incident Commander (IC) – locally based e.g., Fire Chief, Police Chief.
If a large-scale incident occurs
1. the EPO will directly contact Claxby’s EPGTL, who in turn will contact members of the village’s EPG.
OR
2. 2 members of the EPG can declare an emergency and the EPGTL will then directly contact the County Council EPO.
The crucial responsibility of Claxby EPG is to take control until the emergency services arrive, if they are unable to attend straight away.
During this time Claxby’s EPGTL will liaise with the County Council’s EPO or Incident Commander. If, as a resident,you have any concerns about a major emergency incident and the situation is life threatening, dial 999 straight away and then contact Claxby’s EPGTL, or if unavailable, any member of the EPG.
Throughout the response to an emergency, it is:
IMPORTANT TO NEVER PUT YOURSELF AND OTHERS AT RISK OF HARM
Immediate priorities for the Claxby EPG will be: -
1. Arranging for local residents to be warned of any dangers.
2. Arranging for contact to be made with those people who may need additional support as identified in theoverall Emergency Plan (this information is confidentially held with the Clerk to the Parish Council).
3. Deciding whether, or not, to open the emergency centres at the Viking Centre and Village Hall.
4. Providing emergency shelter, food and water whenever necessary.
5. Ensuring everyone follows the advice from the emergency services.
6. Reminding everyone, at all times, to be aware of their own safety and that of others but never put anyone at risk of harm.
7. Advising everyone to tune into their local radio station (BBC Radio Lincolnshire/Radio Humberside/Lincs FM), or TV station.
In addition to Claxby EPG, other volunteers from the village community will help with a major emergency by: -
1. Making residents welcome at the Viking Centre and/or Village Hall emergency centres.
2. Providing first aid.
3. Assisting residents to the emergency centres.
4. Providing welfare e.g., food and refreshments.
5. Reporting and recording incidents and accidents.
The EPG members and volunteers will be tasked with one or more of these roles at the start of the emergency, reflecting their skills and expertise.
